Informal Solo Records Group?

As result of the Garside/Guinness saga in the last two days I believe the time has come for a group to devleop that can give the tick in the box to solo runners and walkers around the world. There would be a lot of issues to work through, but surely a panel of people from the sport could vet solo runs and walks better than what other groups have done in the past. There would be a lot of issues to resolve but we have to start somewhere.
